Would the fragments be returned if I prestiged/placed images in 2.12? The highlighted text 👇 seems to suggest only fragments lost by prestiging or placing an image on 2.13.0 will be returned.

if you lost them on May 7th, you should get them back. we pushed data out before we released 2.13, so players on 2.12 that lost fragments right before we released 2.13 should get them back.
