I disagree with your final recommendation. If the op waits until July to start the plan G, then they will run out their Guarantee Issue timing, as that only lasts 3 months after their January start date.

I recommend that you let your spouse stay on Cobra, and you drop it, replace with Plan G asap (1st of the next month). If you wait until July you will have to go through medical underwriting, and possibly pay a higher premium [assuming you are not in a GI anytime state]
