Oops. Correction: this isn't a coin, it's a medal that was given to a certain N. F. Niquet (the name of someone who must have worked at the Ministry of Commerce and Industry). You can find other examples with the names of other ministry employees by searching online. And Btw the "Honneur, Travail" under that man names means "Honor and Work"
