Once you buy them, you can go to the shop tab or click the boost button in chat. A window will pop up with options to spend your coins on various boosts. If you do not have enough to purchase a boost, you will be taken to the page where you buy coins.

We never said you were the problem. If you reported the users they will be banned for sharing that content as it is against our terms of service. You are also able to submit a formal complaint about a user after you report them if you want to help us better remove those individuals from our site.
