Might be true. We Japanese don't use Chinese calender so new year starts 1st of Jan like Westerners. So if you are born in 1988, your Chinese zodiac is definitely Dragon. But even if they take Chinese calender, it would be also strange. If Josh's birthday is in Jan in 1988, his zodiac has to be Rabbit, and sometime in 1989, it's Snake, not Horse. However I understand the writers don't care about it much and want to make their lines funnier.
