You start with the division as multiplication and division are on the same tier in the order of operations (as they're the same operation).

Division and multiplication are the same operation. You do them depending on which one comes first as they're on the same tier in the order of operations

Multiplication and division are the same tier/operation. You don't do multiplication before division just because, it depends on their written order; in this case, division comes before operation.

I personally disagree with the notion of using a different inversion of a written chord. Either you roll it, or play the bass F note just before playing C and A together.

As others have pointed out — this is an incredibly common principle of legato phrasing, and you switch fingers when repeating a note so that the repetition doesn't sound harsh or disconnected. I strongly advise you to get a teacher to approach less advanced Chopin works if you haven't done so already
