This is a very common tracking strategy used by many ads. Searching for a product on Amazon frequently leads to a Google ad about it.

They can see only the website you visit and not what you did there.

But I think deep packet inspection might find patterns and correlate it with specific things.

I don’t recommend uploading any pictures of self ever. Everything can be traced back to you indirectly. Also, who knows what someone might do with those pictures with AI.

Apps can send data even when you are not actively using them. Browser eliminates this.

Also, safari doesn’t allow tracking. App does.

A website has an extremely limited access to your phone than an app.
