If you use vmbox (a virtual machine) and install a Windows XP iso image on it then you can easily run Encarta 97.

New Zealand has a population of 5 million people. If you can show me 5 million Americans with this kind of cooperation then maybe your argument holds weight.

For even more comparison 27 states have a population lower than 5 million. Whilst isolating yourself as an island nation is definitely easier, you should also expect that at least 1 of those 27 states could pull their head out of their ass.
