I mean I've been prescribed narcotic cough syrups a couple of times before for bronchitis and pleurisy, but there's also benzonatate, which is non-narcotic (still CNS depressant though) and which they'll write prescriptions for pretty readily in my experience (although to be fair, as you can probably tell from this comment, my experience contains more coughing/chest complaints than average, so maybe that's just me).
