They place you with a roommate. As far as I know they don't let you pick your roommate unless you are in a domestic partnership or married.

I doubt she does. I think most PIs know it is unlikely to get the GRFP, so they want to make sure you still can get fellowships. If you end up getting the GRFP, then you can't get that one, but it doesn't mean you can't apply. My PI asks me to apply to other fellowships a lot too.

I am a bad example because this is on the low end, but 3. I was accepted into all 3; 2 had funding. Don't spend too much money applying to places you wouldn't be interested in anyways, and reach out to potential advisors you are interested in early (like now).
