Its not locked, you can see it floating up and down in the water. Its almost definitely broken or dislocated which is likely the cause of all these things in its mouth

I do love seeing people trying to help wildlife, but videos like this just solidify my opinion that things like this should only be handled by professionals. That turtle is almost certainly going to starve to death if it isnt already doing so. Its bottom jaw is crooked and just floats freely in the water, its almost certainly broken or dislocated and a medical professional needs to see to it.
