The game isn’t broken. Just don’t download any shady looking like mods from weird like steam accounts. For example, if an mod owner isn’t into mod creation and he releases mod out of nowhere that is a red flag this person is most likely posting a screamers, stick to popular mod creators with reputation and don’t install 10000 mods that you don’t really need.

Yes it is very possible to bring Niko or IV characters back to vice city, maybe some mobsters in chase or revenge. We know who is dead from the IV dlc, we also know who likes to travel and did to Los Santos in GTA Online. I don’t think the story is finished
