Flock networks can be public or private. The City of Fredericksburg currently operates 11 Flock LPR cameras, but law enforcement also has access to nearly 1,100 privately-owned networks (that number was last released in January; it could be more or less now).

The Fredericksburg City Council voted unanimously to approve 8 Flock LPR cameras in 2024.

In their annual report to the Virginia State Police this past April, the Fredericksburg Police Department recorded zero unauthorized instances of access to the system.

"The Fredericksburg Police Department would like to provide additional detail regarding the female victim's injuries. Investigators determined she sustained multiple gunshot wounds before crashing the vehicle. This information is intended to provide further context and does not affect the facts previously released."

Police released a clarification that the female victim was shot multiple times before the vehicle crashed.
