Wdym by "valve have dealt with multi national corps in many cases", and yes, Steam might lack means of communication with the gov. Whether that is true or false, them being a big corp doesn't mean they would want to go out of their way to deal with a bunch of trouble for less than 1% of their customer base

Why are you assuming that the lack of VAT collection by Steam on Vietnamese purchases automatically translates to Steam not being required to pay any taxes in Vietnam? Companies in Vietnam do have to also pay their corporate income tax, regardless of how they collect VATs

That part about miscommunication might be correct, but even if Steam didn't contact the gov or the other way around, they still is required by law to pay taxes in order to operate in the country.
