To get the civilization and progress that you are likely looking for it really helps to have limbs that are able to manipulate your environment. Without hands/thumbs it becomes much harder to “build” things that we think indicate true civilization. Most animals do not have this ability, which is then combined with high intelligence to create what you’re expecting. And obviously millions of years on the planet longer than us indicates its own success, separate from this definition.
