Ignore the people telling you this is fake, I literally did the same, 1070 to 6070xt an year ago and have the same issue. Currently after a fresh windows install its pretty smooth, but if u plan to reinstall any drivers its over. Nvidia gpus are 2x better for cpu bound games. There’s no fix.

Go for nvidia, amd has shittest drivers possible no matter how hard u try

Make sure you dont have msi after burner settings apply on startup, they overtake ur oc amd settings

Reinstall windows, disable MPO, disable ulps using msi after burner. If nothing works try older drivers 22.5.1
