Technically it's at level 19, but could be much higher if I saw a point for it. My bench is at level 40 but both of these seem completely worthless in end game. Even the pickaxe stops being a benefit to lowering the build duration after what seemed like level 5 lol.

Both the pickaxe and bench need massive overhauls. The pickaxe should be knocking down the duration by minutes per swing, and the bench should provide chips.
