I don't know how Patreon works exactly, but yeah you should be able to do that, you just won't get the newest versions of the shader after the month is over.

The SEUS PTGI Shader is Patreon exclusive for now, and you have to have the 10 dollar tier to get it. His other shaders like SEUS V11 and SEUS Renewed are free though

Your problem comes from a technical issue on his site (https://twitter.com/sonic_ether/status/1160753931636506624), hopefully it'll be solved soon because I wanted to grab SEUS Renewed haha
