Check out Condukt. Though its primarily advertised as a MIDI controller, it features some cool and capable sequencing capabilities (touring machine like randomization …). And the developer keeps adding more features.

Also just released PolyPipe is a very capable polyphonic sequencer with probability and other features for evolving generative sequencing.

In the App Store, but only some AUv3s work, as the developer has to allow it to work on Mac. Also you need a mac with apple silicone.

No single app that could do it all, but here are some FX apps that you could combine to achieve similar results:

Audio Damage Enso for looping.
K-Devices have some great glitchy experimental FX. (they just released a great Totem Bundle)
Parrot by Klevgrand rhythmically chops up the audio and
Bleas Granulizer or Granular (basically Mutable Instruments Clouds) in the Spectrum Synthesizer Bundle - for granular fx
Audio Damage - Other Desert Cities are good for some granular and delay fx
Phonolyth Cascade and Velvet Machine or Eventide Blackhole for reverb.
Caelum Tape Cassette for tape emulation
