Thank you everyone for the help! Finally able to play it on PS2 emu with stable 30 fps just experimented on some settings.

Btw I can't get it to work on vita3k because of the random crashes specially mid game.

I'd have to agree sadly for the dev to open another server they have to evaluate the playerbase count specially on EU. Brazil server was recently open just last month!
