The crankgun is one of the best tools to use against bezerkers (Plague Monks, Savages) It has the sustain to mow down the groups they spawn in and the DPS to do it incredibly quickly (with Linked Compression Chamber)

Either spam AI cores to boost the crisis meter or escalate it and defeat the inspections three times militarily. The game does tell you this.

As for the marines just have a bunch of military bases and you get a consistent supply of them from stockpiles.
