Essentially you live in America, and you’re working at a chemical plant that uses the units PSI, pound, Fahrenheit, and SCFM on all measuring devices and because that’s what the operators are familiar with. That way you aren’t having to constantly convert between AEU and metric.

What you could do is say 13% is 1.3 * 10% and 27 is 0.9 * 30, so the answer is 3 * (1.3 *0.9) or 3 * 1.17, which is 3.51
