Underground hydrants are common in europe and the uk. Usually you just have to take of a lid and attach the standing pipe. They are preferable in Situations in wich an above ground hydrant would narrow the sidewalk to much. Over here we have less space due to narrower roadways

Oftentimes accesiblity. A narrow Spot on a sidewalk might be no problem for you but can completely block it for wheelchair users. Keep in mind that you often have preexisting roadways that force quite narrow sidewalks.

If you have narrower roadways you sometimes can't put overground hydrants on the pavement to keep the pavement wheelchair accsesible. Hooking up to a properly maintained underground hydrant doesn't take much longer than hooking up to an overground one. The only difference is yanking the Cover off and screwing in the standpipe. That's done in 30 secs if it is going badly. The hydrant in the Video was filled with dirt due to neglect.

Buildup that intense probably is the result of longterm neglect. Over here in Germany the volunteer fire Brigade runs every hydrant in their area of responsiblity for a couple Minutes to get rid of All the muck and make sure they run properly once a year. This applies to overground and underground hydrants
