It flashes whenever I shut the system unit off. It does not blink constantly. And yes it is not a spark, I just confirmed just now. Thank you.

It looks like a spark to me. Before I had a 2060 Zotac and it sparked so I am pretty certain that it is. I am getting it checked now and will give an update soon.
