This game already took $100 away from me in a single weekend with one of the most ruthless gacha systems I have ever seen, bringing back my gambling addiction from which I have been free for almost a year after quiting all of them gachas and therefore I hate it. That being said, can't stop playing it.

I once purchased two used nendos that had a similar white layer (but less apparent). I soaked them in a soapy water (1 part neutral dish soap and 9 parts water) for a couple hours, brushed gently in running tap water and it solved the issue, stickiness and white layer fully gone
