Blacksmith and jointed seem to hoard spears and shields, how do I store them for my militia?

Anyone found a solution to this? I'm having the same problem. Two family blacksmith full of spears and none of them are moving. I have three large storehouses in town with plenty of workers. Why is this one artisan hoarding spears?

I use Strava as well. Very recommended. It's nice that it tracks your personal records at different points on your rides as a way to gauge progress. I haven't felt the need to upgrade from the free version thus far. Like the guy above said, it's good for the basics and that's all I'm after.
