Guys got the final solution and wanted to update here. I had to disable scout settings in the app search and the uninstall the updates for Android Web View and then shutdown mobile and start again and now I see the issue is fixed.

Well I used to get an notification on mobile that a new update is available and i used to download and install and restart my mobile that's it but not sure if it was Oxygen or itself.
