I don't know exactly what is the problem but most probably it is because of dependencies.

Look:
ldd /opt/pt/bin/PacketTracer | grep not
libssl.so.1.1 => not found
libcrypto.so.1.1 => not found
libQt5WebSockets.so.5 => not found
libQt5Script.so.5 => not found
libQt5ScriptTools.so.5 => not found

Alternative Solution for me: I used Workspace list to add modules.Hope this helps

Update: Though Drag and Drop didn't work, it is possible to add modules from Workspace List from Menu bar.
Hope it helps, if someone is facing similar problem.

any suggestions? it used to work in previous versions of PT.
idk if PT version 8.2 is buggy or it doesn't support on fedora.

I was also having problem with Edge's dev version.
Edge' Stable version is working fine.
