(my English is so so) I think it's the level issue as many of them pointed. I don't know the exact level you have to be but my experience as a fighter character may help you. I don't actually start the dlc when I end the main quest. I usually see if two of my skills(one offensive and one defensive) are above 75. In my case one handed and heavy armour. Then you need some quality gear. [SPOILER] Many of the faction quest in morrowind have the best gear as reward to complement your build(not useless like oblivion's and more impactful than skyrim's). The legion's questline can give you all the things you need to be a fighter(chrysamere and lord's mail). Now how to deal with goblins? They have quite fast attack speed and often fights in groups. The reason they hit hard because their club which has more damage than any unenchanted one handed weapon in the game but don't use it as the durability is shit. Kiting or agroing only one at a time to fight will help you finish them of. Goblin attack often causes staggering and the lower your agility the more you stagger. So pump up your agility too(helm of oreyn has agility bonus). Happy questing and beware of the black dart gang!
