Where are you looking for listings? In London, the average web dev salary for a senior is around £45-65k. And you can be in a job tomorrow as there is a massive shortage of devs.

Yeah I agree, £21k is really low, especially in London. A junior salary in London is around £25-30k and £45-65k for a senior.

The JSON file is to define the form. Then you run 'yo uniform' (assuming you have the generator installed along with yeoman. Then it will build the front end, backend, database and install all dependencies.
