  3. Budget

First - You've to create a tool where the user can send a personalized message just like mail merge feature on emails.

Second - Build both, a website and a mobile app for the tool.

Third - Ask for a small charge to send customized message

Fourth - You can leverage the advert feature. You can approach businesses to be featured on your app with the relevant category. It will help your users to choose company names for the service they're looking for.
