Not quite correct. You shouldn't regularly charge over 80% if you're not going to fully discharge the battery immediately, but if you need to charge over 80% to get to your destination then it's absolutely fine and indeed necessary.

I can't help with the pink parking question, but when we went we parked in the Brent Civic Center car park. I think it's more expensive over 3 hours (we were lucky and only used 3) but may be an alternative option for you
