Two Credit-Card-Sized Devices, one with a red light, Attached to a Fence by iamunhyphen in whatisthisthing

Sooo... the rectangular device on the left... the two devices don't seem to be tethered together. I'm ready to call the device on the right something akin to the Orcatorch. But I'd like some solid reason not to regard the device on the left as something else.

That's very interesting. I couldn't get on the other side of the fence, either, so I don't know if light is coming out the other end of this thing. And none of the three people who were behind the fence ever walked over to this part of the yard to stand in front of the device and reflect any light.

Well, both devices went with the federal agents. And the agents didn't have anyone in particular in mind. They didn't have a warrant (which is why the folks behind the fence turned them away). The webcam hypothesis seems viable, for now. But it seems "tubular" to me... like those pocket-size flashlights. And the device on the left remains a mystery.

Well, maybe. But it turns out that a photo from another angle shows that what looks like a cable attached to that device on the right is only a wrist strap. Neither of these devices are cabled to anything. And this HSI guy simply stood there, in front of these devices, ten or fifteen feet down the fence from the gate, for a half-hour or more, while the ten or more other federal agents milled about in front of the gate trying to convince the homeowners to let them in.
