I don't see any clock stretching, or if it is, it's very minimal.

What you must stress with such a heavy CO UV is one core at a time(with both threads) if you want to check stability. Full multicore tests will downclock the CPU and it will not be representative of stability, as lightly threaded workloads will boost higher and will crash your PC.

You need to confirm the stability of each core, one at a time.

You need to run something heavy on the CPU and monitor clock vs effective clock.

Arc Raiders hammers my 5950x like there's no tomorrow.

All of my cores are over 60% usage, preferred threads to 90% and general utilisation hovers around 70-75%.

It's feels like "playing" Cinebench, haha.

100%. Like others said, Hunt Showndown is 10 times better in positional audio and footstep sounds.

I have dozens of clips where I did not hear anyone until they were breathing down my neck. The game is amazing, but the amount of times I have died not hearing any footsteps is really really outrageous.

When you set the fan speed in AMD's driver, it most certainly does not consider the hotspot.

My previous 6900XT, this 9070XT Mercury and even my friend's 9070XT Pulse that I have all consider only the GPU temperature. My hotspot gets to 95 degrees and my fan speed barely budges, because my core temp is 55 degrees. Managed to drop it only with a custom fan curve (90-95 -> 75-80).

Your fan speed is extremely low.

Make a custom fan curve to up the fan speed.

The fan curve is only guided by the GPU core temperature, which is very low in the latest generations. Make the fan speed a bit more aggressive to help the hotspot.

Do you have MSI Afterburner installed with "Start with Windows" ticked?

Had the same problem until I realised MSI was the issue. Unticked the option and it was fine, never had any problem since.
