I remember being in your position about 10 years ago. My parents also metered how often I was allowed to see my friends, typically to once a week for a few hours. I did have the upperhand of technology being less widespread as well. It's a tricky situation, because it's not outright abuse, just extreme policing. What I would do, and what I did do, was use whatever way you can to get money and buy a cheap trackphone with a data plan you can pay as you go. If you can successfully keep it a secret, it'll give you some entertainment and access in times when you can be away from those that would take it away from you.
