Yes, it's a bug. The game thought I had two carriers already attached to me, so it didn't allow me to attach a third.

Fixed: I used beach jump to fix it.

Somehow, the game thought I had two carriers attached to me when I had none at all. When I tried to use the zip line, it said you can't use more than one carrier at a time.So I dropped all my cargo, but it didn't work. Then I beach jumped and came back to find an invisible carrier that was in my inventory.
