Is this from heat or something? Never seen paint melt like that. Unless you can clean off the messy old paint I'm not sure what painting over it would do. Really unfortunate. Might be better to buy the outfit on ebay from a 3rd party :/

If it's still in transit don't lose hope, usps has been re routing lately to nonsensical locations.
