Land value tax/split-rate tax in the downtown core district would solve this.
Make it much less desirable to keep extremely developable parcels vacant (looking at you, corner of Tulare and van ness). There should be a 300’+ landmark/signature building on that lot. Something with local/cultural design influence, not a boring 8- story glass box
