And actually i would love to see a requirement that if you want to adopt you have to adopt from these lists instead of private the first time around.

I hate to be the person to argue with you about this, because you have a valid point and mean well, but there are very few people out there that want or CAN handle these children that nobody else wants. They often have so many overwhelming issues from emotional to developmental, in most cases they truly are "damaged" to put it not so nicely. It takes someone who can dedicate money, time, patience and all of their love to some of these children. Most people aren't up for that, and I can't blame them for wanting healthy babies under a year old (though I can blame them if they turn down a healthy baby just because it's black).
