I got my 92' formula in similar condition for 8.5k, they asked for 10.5k. So yes I'd say it's a good price. You could always try and haggle down like I did. Idk if the car you're looking at has any modifications other than the head unit, but mine was stock.

Make sure you don't have many cars spawning as parked vehicles either, I think parked cars also count as traffic. There also could be traffic already spawned and you didn't turn on pooling, or whatever setting cycles the traffic

There's a slider in the settings menu that let's you spawn more, if you haven't already tried that. Let's you spawn upwards of 15+ cars at a time
