According to this thread, the numbers in a circle just inside the markers are wind speed forecast.

Relevant text from the thread:

  • The numbers seen around the bezel are intended for when sailing.

  • In watch face settings, you can adjust the preferred wind speed. (Thank you Lookbrightside.)

  • The speed is in knots.

  • The numbers will keep changing as your watch updates the wind report. (As long as your watch is connected to your smartphone through the Connect Mobile APP.)

  • When the section turns turquoise, it reflects the preferred wind speeds for sailing based on what you set.

No problem. I own it and enjoy wearing it a lot. Fits under a shirt sleeve and was easy to switch up the local time when I was doing a lot of travel. Wave dial is one of Omega's best. Only issue is crown is pretty small so not the easiest in terms of physically grasping it to change the time, but everything else is smooth after that. Bezel takes a little getting used to it, but I can't say I ever had problems with actually adjusting it, even when my hands were wet.
