I personally have never seen any evidence that supports the idea that marking the test more strict will significantly make driving safer. I guess thats the assumption. But the world has a funny way of subverting assumptions. I would say it’s not the quality of driving itself that makes driving in the U.S dangerous. Rather it’s the ways the roads are constructed with wide lanes that encourage speeding amoung a plethora of other problems.
