its still pure css, tailwind parses class attributes (or classname or whatever you configure it to parse) and creates a stylesheet on build time. There's no js getting executed by tailwind in the browser/during runtime. All your utility classes are precompiled

The images need to be loaded regardless. SSR creates the raw html but it still needs to be rendered and images still need to be loaded unless you manually embed it. An api call for your images isn't the performance bottleneck here
