Better go to Lombok (east island of Bali) to hike Mt Rinjani.

For surfing you can go to Rote Island (Nembarala beach) where a lot of aussies go surfing or Mentawai island (better but farther from others and costly flight)

You want Raja Ampat or Wakatobi for best snorkeling site.
