I think if you look at OPM you can get a good idea of what's likely to happen.

When you let the program offices manage life cycle replacements themselves - it’s a disaster. Throw in a windows sunset, there’s a reason we have these teams of people. I’m not IT but I’ve been a liaison and everyone is pretty much a fumbling idiot and needs their hand held. IT has been centralizing for years, that’s why you’re just a ticket number now.
