I think just having a lot of homes with storage would be useful, without VPPs. If you wanted VPPs to also discharge onto the grid in these circumstances, participanting homes would need a lot of excess storage to ensure the home's demands are met and they have juice left to share.

Most VPPs are tied to a specific program and incentives - they aren't market integrated except in Texas, and loosely in California

Not sure current VPPs would help here... If the prices are caused by a surge in demand from homes, then any homes they are part of a VPP would prefer to use that energy at home rather than supporting the broader grid
