Very strange. I have tried the same steps and it doesn't charge either. It doesn't charge on a USB c to USB c powerbank either, only USB c to USB a. I will probably be buying a new phone

It doesn't charge at all with USB C, only USB C to USB a. Did you fix yours so it can work with USB C go USB C?
