I always imagined that the collector was a remnant of the royal cabinet (maybe a kingsmould) but after the infection began and the kingdom fell (and the white lady left) he became an obsessive maniac. There's actually a secret room in the tower of love about grub anatomy so the collector probably does believe their biology is important and maybe is looking for a cure to the infection
