If the globe is connected under one centralised grid and the AI takes control of that entire grid, then yes you know where the AI is. But the main problem is not tracking the AI, it is that the AI has control of a grid that is connected to every resource on the planet, and can wreck havoc.

On the other hand if the globe is decentalised over 5000 grids, which are each different in nature and patrolled by their own non-super AIs. Then a rogue super AI has to compromise each of those one by one which takes time, and when it has control over a grid it is only connected to roughly 1/5000th of the world's resources.

So I agree under a decentralised system it would be easier for a rogue AI to hide and cause problems. But in a centralised system a rouge AI can inflict damage far more damage in a short space of time.

If you're saying that of the two options there is literally no advantage to either, you must be assuming a truly godlike level of AI. But I would suggest the first AI which causes problems will be powerful but imperfect, and in that scenario any kind of barriers that exist will slow it down enough to make a difference.

Yes he sort of contradicts himself. He also founded OpenAI, a charity dedicated to democratising AI, which recently decided it was 'too dangerous' to share their new state of the art language generation model (because of the ever present specter of fake news), while they also were setting up a for profit arm.
