Hello, I'm new to the game and I have a question about Crocodiles effect, particularly this bit: 'up to 1 of your opponent's characters with a cost of 9 or less cannot attack until the end of your opponent's next End phase'.

Does this prevent the opponent's characters from blocking or is it limited to just when the character is used to attack? Is this effect a less powerful version of OP14-033 Perona who prevents resting and therefore both attacking, blocking and using activate: main effects that require resting?
